Reporting over 10k is pretty much how 4 billion people place this threshold for reporting. There is nothing uniquely US about banking other than printing at will. Boats are bought by bank transfers. Certainly there are countries which can’t purchase anything from Canada. The money launderers are more after real estate and they are dumb chumps not up to North American policing skill to get away with anything.
Using old boats to money launder seems paranoid.
If Florida has gotten weird check California if it’s the big market location which impressed you. The whole hustle away in 90 days is weird. I was in a marina with a German couple. Three of his neighbours would get together and clean their boat for their annual arrivals. Was a cool old Chris Woody. There is typically 4-10 Americans on long term visits in every club. No one is asking them to hustle their boats off. Great company tbh

The 90 day rule is if you don't register your boat in Fla and pay the sales tax at the time of sale. If the boat is foreign flagged then the rule changes I think.

Sounds like it would contravene a federal visa for a person in good standing. Freedom down the drain.
