Cleat for continuous loop?

I have a dinghy with a rudder controlled by a continuous loop (it follows the gunwales and cuts across midship) so you turn by pulling on the rope on either side. I need a cleat that will lock that line in place to approximate an auto-pilot. All the cleat styles that I've seen only stop the line from one direction. Does not need to be a fancy (or expensive) solution. Thanks in advance.

A lot depends on the specifics, which we do not know. If the line has excess slack, then:

You can take both lines and just wrap them around a standard horn cleat. Or use two cam cleats, like a typical small boat traveler control.

I am sure better solutions are out there, but that's as creative as I get in 2 minutes!

I believe that you can use two cam cleats facing each other to get an easy way to handle this. If you put them slightly out of alignment you can easily use one only.
