cockpit drain goes out bottom of sailboat

I have a Renken 18 I just got and was wondering if anyone could help explain if it is normal to have the cockpit drain go out the bottom of the sailboat next to the keel.

On most boats they exit at or near the waterline. No idea what's normal for a Renken 18.

Cockpit drains on our boat open under water.

So far from what I can tell from my searching around as long as the 3/4" line is connected between the two holes (cockpit and bottom of boat) it should be ok. It seems counter productive to have a hole in the bottom of the boat, but I guess the water will just balance in the hose line, and force out if I get some in the cockpit.
