Condition of keel bolts

I'm considering buying a boat, in this case a Jeanneau 40, and I'm concerned about the keel bolts. The attached pictures shows quite a bit of rust. I know the boat has been sitting for quite a while, so it looks like the zincs gave up a while ago. Given this condition, what advice can you give me on whether it's worth it to go to the point of getting a survey.

Zincs do not protect the keel nuts inside the hull. Besides that, the bilge is clean and judging by the look of those nuts is say they're ferrous. I.e. Not stainless, not all bad really.

Get a survey anyway. Just change them one at a time. They don't look bad but it's so much easier now than if the heads are worse.
