Friends New San Juan Are the Sides Beigh, Covered in Scum or Degradated?

My friend just bought this san juan 26 or so feet. The top is pure white, BUT the sides are this ugly beigh. were trying to figure out what this beigh color is. Is it scum, gelcoat degradation. Or did they really make the boat white on top and beigh on the sides? we tried washing it off, i even tried on/off. The boat really looks bad imho. It also had this dust that was all over it. A white dust that would stick to ur finger, he claimed was from powerwashing the top. Its just really strange. I know nothing about awlgrip, is this awlgrip? or some other type of paint on the sides. Or does the paint just look so strange cuz it wasnt clearcoated or the clearcoat wore away? maybe thats it
