Marine grade barbed wire is hard to find, but ordinary concertina (razor wire) holds up pretty well. The trick is to get a competent installer, so it forms three dimensional coils with spring tension from both sides. There's an art to stringing concertina.

Oceanside Harbor had a problem with Sea Lions infesting the transient docks. Besides their presence the stink from all their crap announced their location from a long distance away. Since giving a poor seal lion an inferiority complex from not being wanted has a higher penalty than a capital crime in CA they couldn't just shoo them away. They've installed a large float a short distance away from the docks for the Sea Lions to frolic on. Didn't work at first but now they seem to prefer the float as I haven't seen one on the docks for awhile and the float is always in use. Unfortunately it only moved the stink a few feet away. Don't think they are going to be building any luxury condo's in that area any time soon.

The sea lions have sunk boats on moorings in Newport Beach Harbor. They've also done damage to stanchions and pulpits as they weren't designed to resist that much weight.
