My roller furler jib is attached to the swivel, the swivel is maybe 8-10 inches and the top of the swivel is less than 6 inches from the top of the forestay.

When the Rules prescribe two or three lights to be carried in a vertical line, they shall be spaced as follows:
on a vessel of less than 20 meters in length such lights shall be spaced not less than 1 meter apart
