Never, ever use a gate valve in a boat. You can't be sure that a gate valve is fully open or closed. They can fail without you knowing it. Only use a valve that you can be sure of it's status. A ball valve is a far better choice. Gate valves are probably brass. You want either a marine rated plastic (like Marelon) or bronze with a stainless ball.

If that is a small hole, and if you are just daysailing. You can just fill it with epoxy fiberglass mix or "kitty hair". You dont need to go into a major lamination job. Leave some build up on the inside and grind the outside flush when hard. That taper in the hole is a good thing for plugging it. You MUST get rid of all traces of silicone before plugging the hole though.
Or, you can buy a bronze small fitting and screw in plug, install it and leave it as a drain hole.
google "garboard drain"
Here's a 3/8" thru hull fitting. maybe that with a small valve or cap on it.

The unidentified hole is a thru hull for the cockpit drain .
