No Raw Water Flow

Hello,
I have a Westerbeke 27hp Diesel which when I winterized her last Fall was running perfectly. No I started it up first time this Spring and started beautifully except there is no raw water exiting the stern with the exhaust.
Anyone know where to start trouble shooting this? I'm thinking maybe a stuck impeller? Plugged intake through hull?

Impellers that have sat unused for a long time commonly fail, I would look there first.

Another possibility, maybe a long shot, is, I am assuming you opened the seacock for water intake, and sometimes that could be clogged or broken. In other words you turn the handle and it feels like it opens easily.. maybe too easily. I only say this because it happened to a friend who went through everything and it wasn't until we hauled the boat and took out the seacock we saw it was busted, mostly closed.

I am embarrassed to admit that I found the issue. The cap to the sea strainer was on cockeyed...I corrected it's position and VOALA!!
