Registering a Boat Overseas

My wife and I purchased a boat in st.maarten about a year ago and have been refitting her ever since. We are almost ready to sail but we need to register the boat before we can clear out. We are both American, the boat was bought as unregistered derelict, so my question is: is there a place that we can register the boat easily without having the boat physically present at the registration location? We can register in st.maarten but would rather not due to having to re register back in st maarten every year. Or can we get a temporary registration in order to move the boat to the place we decide to register it?

Register her in St Martin then cruise the islands for 10months.. sail downwind to the USVI.. register her there and then you can fly your own nations flag.
