Rhodes Without a Rudder

I just "inherited a 1971 Rhodes Continental 22
Okay I found it on Bone Yard Boats for free.
FREE is not always a great deal I found
This boat has no TILLER, RUDDER, SWING KEEL. or JIB FURLER.
I need any help I can get on finding or making missing items as
well as instructions on repairing them.
The keel trunk has been filled with a spray-in expanding foam so I don't yet know if the block and tackle mechanism for lifting the keel is in place.

So if anyone can help I would be greatly appreciative.
