Solar controller

We have a solar setup for the batteries and installed in a locker is a blue box with 2 wires that is labeled a Fourwinds II VR-2. It has a lo and hi switch. We are trying to install a hybrid controller upgrade for a new wind generator. Any idea what the blue box does? It doesn’t seem to have direct connection to the solar panel so we are stumped. Any ideas appreciated.

It is a fourwinds2 wind generator controller/ voltage regulator . Low is for the 12v output and high is for the 24 v output

We cannot figure out how the power is going to the batteries with
only two lines that appear to be inbound from the panels. All gauges seem to be accurate. Any thoughts?

worst case would be hands on . Follow the wires from the panels all the way to the batteries . There should be a solar charge controller in there somewhere .

Thanks for the help everyone - and so far so good. Last question, Since we are
adding wind to the system, should we be concerned with the capacity of the voltage regulator?
