Transom brackets

Hi,
Would anyone know what the 4x black brackets are for, I think that the stainless bracket has been added to the brackets. To me it looks like a hinge point for a outboard.

Ahh is that what they are. When I searched the Garelick link I couldn't see the 4x round balls. Do you recon its their make ?

Doesn't look like an outboard bracket with those ball shapes.

To me either. Looks like a bracket that was meant to have some sort of articulating arm attached to those ball ends.
