What are these apparent mounting spots for?

The two red circles on this photo (top down over the stern) - they are encircling what seem to me to be mounting plates of some sort. What are they intended for, please?

I kinda want to put some rear corner seating there and maybe that's a fine place to do it, but I don't want to cover up what it'd be even better for.
(Reminds me of the old joke of using the cd-rom tray as a cup holder)

First thing that comes to mind is an arch of some type. Pretty skookum size mounting holes.

Yep, deck mounted dinghy davit leg pads.

#1) Reason I'm pretty sure is that the stern rail only has a single upper rail, so not very strong.
Had this been a transom mounted davit, it would have used the stern rail for support.
#2) Those deck mounted davits are not often seen, and if they are, usually seen on older model boats. The pic seems to indicate an older model boat, with the transom tucked in under the rail, further compounding the installation of a transom mounted davit.
