Whats a rowboat or a canoe got to do with it.. both driven by manpower..
A motorboat out of fuel is a dickhead owner..
If a cats upside down its stuffed and may as well be on the bottom.. 99 times out of 100 they are insurance write offs.. Semantics.

99 times out of 100? Have to call ******** on that.

Most capsizes happen in races, usually close to shore, and most times the boat is recovered, righted and back racing relatively soon.

And you didn't limit yourself to that ********. There really is a difference between having a 40' x 20' raft, and if well designed a habitable one, where you can find food, water and shelter and.... swimming.

I think it matters to the crew if a boat sunk to the ground of the ocean or floats infinitely upside down as an artificial island and a survival object you can use until help arrives.

Maybe the boat is a financial loss, but if it provides sufficient survival support I would not call it "sunk". also it will be a navigation hazard when floating around half-submerged forever...
