Not exactly. There is a boat show bond that allows some of these to be offered for sale only while they are in a boat show but to be eligible the length of the vessel must exceed 79 feet and other restrictions.

You are correct
Pleasure Boat Reporting Requirements | U.S. Customs and Border Protection

"Any boats entered for sale or for sale on approval are not eligible for the Temporary Importation Under Bond (TIB) program and must be entered as a formal entry on a form CF7501"

US residents not US citizens. It is stated incorrectly in some internet sources but it is US residents no matter the nationality.

Re: "not for sale... "

Seems if the owner was serious about selling they would just pay the 1.5% duty fee. Small price to pay to sell your boat.

UGH!!! I'm really glad you pointed that out because I hadn't seen that when I looked at it. I can't believe I missed it. We saw several at Miami that had the aft helms and HATED them... in fact.. one of them.. (I think it might have been a catana) was sooo poorly placed that you could barely get up the "sugar scoop"...

New engines and generator and lots more. FWIW other posters have said that the forward nacelle cabin has too much motion underway so putting the genny in there may not be a bad thing. Scroll down and look at all the work done in the past few years. Kaching!!!!
I actually had looked at that one, and thought it looked really appealing, but my husband and I are looking for a 3 cabin... and that one is a 4 cabin...
