What a question - what about the legal necessity to maintain a lookout at ALL times?
I've worked on boats periodically since 1983 and have yet to do so on one where there are eyes scanning the horizon constantly. I think the rules you state must be taken in context and with some liberty in interpretation. In the middle of the Atlantic with radar and ais in good visibility your only real concern is a plane falling on you. If you avoid the busy flight paths you may be okay to go below and grab a coffee or a whiz. Most sailing vessel operators use these tools in the right situation and none of the tools or the rules can ever account for stupidity.

On our Gemini cat, if it was really cold out and we were motoring, I would often stand in the companionway and reach out thru the window to access the throttle and steering. Yes it has 360d visibility.

Never bothered but with a couple turning points and a place to snub them off, I could probably pull the sail lines thru the same window.

As mentioned, commercial ships don't expect the crew to be uncomfortable. This spring we took a Viking River Cruise and that was one comfy chair the helmsman sat in...and yes, it was like playing a video game. He had like 6 screens and a whole lot of buttons and joysticks.

Knew a guy with a Fisher Cat that had an inside station...but with autopilot, you can effectively have one.

Then again, we had one on our flybridge power boat. Owned that boat for 10yrs. Used the inside station once...we had removed the flybridge to have the boat trucked and needed to get to the haul out slip.

I just sold my Luhrs 320 sportfisher it only had fly bridge steerage and honestly I had to look around to find one. I didn't see the point of interior steerage. It's boating,. Yeah, your gonna get wet. Or take up sand surfing.

Many Fishers are motorsailers rather than sailboats. In that case an inside station makes sense.

Doesn't make a lot of difference. Most day trips are nice weather and people want to be outside regardless of style of boat.

Where it's useful is longer passages to keep you out of cold wet weather...you get just as cold and wet on either style of boat if you are outside and exposed.

Most people on "real" sailboats just use the autopilot remote control as a 2nd helm but really not that hard to install a 2nd helm. Biggest issue is finding a convenient place to put the wheel.

There are those Hake seaward sailboats with a purpose built "barber chair" command center in the salon for sailing the boat.

That would be the hairdressing salon as opposed to the saloon?

Interesting that at several points in the video he calls it the "saloon" (rhymes with moon) which he differentiates from the "cabins" (plural).
