Rudder slap

I have 2008 leopard 40. I get rudder slap ( annoying clunking noises ) noticed mainly when trying to sleep on quiet nights with a small to moderate sideways swell. Problem is getting better but still there. First tried tightening the steering cable. Then was told, just to replace the bottom rudder bearings and did so , I have now just replaced the top rudder bearings also, the noise is better but still there.
My next step is to replace the rudder clevice attachments as there is some play in them.
Has anyone solved this problem before?

If you are sure of the upper and lower bushings ... have someone slam the rudder from side to side while you watch the rudder stock and stock tube from the inside.

Pay special attention to whatever structure is securing the rudder tube.

I have seen broken knees and upper tube support decks separated and fractured but admittedly have never surveyed one of your models.

Something is moving, gotta figure out what. Be systematic about it, mabe snag a stethoscope to narrow down the source of the noise
