3GM30F Governor Springs

My 3GM recently experience a runaway on startup and I'm in the process of troubleshooting. I don't have any issues with oil or fuel, so it doesn't seem to be caused by the engine burning oil. That leaves a possible problem with either the injector pump or the governor springs.

Is it possible to check the springs without removing the timing gearcase? It appears it may be visible if I remove the control lever. Anyone done this?
