I have attached this pick of the engine. Is this the correct pulley? or is it the one above it?

Thanks Bob.

OK Then. Checked it yesterday and low and behold The tacho is reading 1200 while my new digital laser thingy was reading 1900. 700 RPM!!! Difference.

The 3 year mystery has been solved

A huge thanks to all that have ponded this question on my behalf. The process of elimination has won out in the end. Very glad I didn't go down the governor dismantling track.

Jeff, it might be worth checking to see if the tacho can be adjusted to read correctly. Mine has a screw on the back that apparently allows adjustment.

Well done.

Now it's time to go through the thread and see who might have suggested an error in tachometer reading just to see if it was mentioned early on.

Well just spent the last hour combing through the thread and found 2 geniuses that can hold there heads up hi.
Thank you Skip, ddsailor and all of the other contributors. I wish I could say its been a fun ride.. But, I have learnt allot and feel allot more confident working on my engine. Just need someone else to have a low rev problem so I can hand on my hard won pearls of wisdom.
