Aliegning fuel pump pins on Volvo Penta 2002

VP 2002. Is there a method to getting the high pressure fuel pump pins aligned with the slots in the control rod? I can't see in there. Thought it was together, but had no throttle control when i started it. The shop manual is vague on this point.

Funny, the control rod slid back and forth easily when the pumps were installed. That's why I'm puzzled. Got all the linkages, springs and governor hooked up correctly, I think.
