If it is a bellows type (PSS type) yes you can but perhaps by now you may not have to. If you want you can just put a little pressure on the bellows side and push it away from the sleeve. If it has air in there it will be displaced by the rising water. Let the seal go when water comes in.
If it is dripping just rotate the shaft by hand and it will center itself and dry out.

Actually, you have to be in the water to burp it. The water pressure on the shaft seal is what burps it.

It is a bellows type. when you say push it away from the sleeve do you mean loosen the clamps over the carbon stator slightly and slightly compress the bellow a bit in the direction of the shaft log until water drips from under the clamps on the carbon stator side?

Just momentarily compress the bellows and carbon ring away from the SS ring. You don't need to do anything with the hose clamps.

ok out of curiosity, i have never seen or dismantled this type of dripless...what keeps the water from bypassing the carbon stator? does it just fit the shaft that precisely or is there a seal somewhere inside it over the shaft? from diagrams online it doesnt look like its attached to the rotor which makes sense if its able to be compressed to burp air.

The carbon stator is clamped in the rubber bellows, and has pressure against the stainless collar which is mounted on the shaft.
Inside the collar are a couple of O rings to seal the shaft to the collar.
The pressure between the collar's smooth surface and the stator keeps out the water.
