Elco electric outboard props?

I should clarify - the Elco representative told me specifically that the EP9.9 was self-governing, but given that any electric outboard must have a motor controller programmed to the specs of the particular motor, I find it inconceivable that any manufacturer would not configure it's max RPM. Except, perhaps, for some DIY projects.
