Did you change the spark plug? Did not read that anywhere. A perfectly looking spark plug in our Tohatsu 4-stroke can still be misfiring, and then we have to limp home on one cylinder. Nowadays we even carry a spark plug and tool in the dinghy.

the usual problem is a carb. take it out, disassemble it, and clean up, especially the jets. Make pictures which help you to assemble*it back. To clean use an ultrasonic cleaner tank.*

I had a similar experience with my Tohatsu. Turned out the fuel line after the fuel filter had deteriorated internally. Probably due to alcohol in the gasoline. The inner rubber peelings formed what looked like a tricuspid heart valve, but pointed the wrong way for fuel flow. The little diaphragm fuel pump was working so hard that it failed. Replacing the fuel line cured the root cause.
