Is it Safe to Run a 5hp Outboard . . .

...if I've spilled a few drops of gasoline in the water tub under the motor stand? Should I dump the water and start over?

It'll be fine.

Air gasoline ratio has to be about 14.7:1 for combustion to take place.

A few drops? Better call the fire department and the EPA.

Don't worry about it, in gallons of water it will dilute enough so it's not hazardous and if you let it sit it will rise to the surface and evaporate within a few hours.

Can't be any worse than running your outboard in the Gulf of Mexico! Seriously, the water gets sucked up by your impeller, runs through the cooling system, and gets spit back out. No worries.
