Is this right? Westerbeke 27 cooling system question

So there are the two orifices, they are for coolant, not sea water. They were connected to one another by a 7' length of 5/8 rubber hose.The orifice on the right was completely clogged, It was easy to clear, there seems to be some sort of check valve on it. The one on the left wasn't clogged. Are they supposed to be connected to one another with a long rubber hose? This couldn't be right could it? My manual doesn't give an answer. There's also a video in the comments section showing the weird hose situation.

No. was this once part of a water heating system?
