Is this strainer upside down?

The 'top' screws off, I don't see how it's going to catch anything if the reservoir is above the pipes.

It looks like something homemade out of irrigation pipe and depends on the how the inside bottom looks. Also, compared to the hose size, the fittings look like they restrict the flow.
