Kicker outboard cavitation?

I have 29' double ender with an outboard bracket mounted aft on port side. My 5hp Merc sail drive perhaps isnt quite long to adequately submerge the prop enough even with 25" shaft. Once outside the harbor a little chop induces cavitation or at least the prop running away from the water and the engine revving up momentarily. Lots of white water as the video shows. Note, the existing fixed bracket is attached to port side, it's not hand off the stern inline with the main prop. Solutions perhaps someone can comment on:
1) install a $75 hydrofoil to create a larger anti ventilation plate.
2) install a panther retractable bracket onto the existing fixed bracket to get more depth for the prop.

Getting the outboard mounted lower will help. Basically you want to get it as deep as you can without risking dunking the powerhead.

In general, outboards on a sailboat are a challenge, and the narrow stern of a double ender only makes that worse. The narrow stern moves up and down significantly as the boat pitches, so keeping the outboard in the water in anything other than calm seas is a challenge.

At the same time, this shouldn't be too much of an issue, as if the sea state is rough enough to make use of the outboard a challenge then there's likely enough wind to be able to sail decently instead.
