Question Loss of propulsion

Started yacht after lengthy 5 month stay on mooring - started first up but underway would not beyond 2000 rpm but would go higher in neutral. Would the debris on bottom cause the lower RPMs when under way as suggested by someone and cleaning bottom would rectify?

In addition to the bottom. Clean 'em all.
If that doesn't do it you can investigate the possibilities of bad fuel, clogged filters, etc.
