I've seen some engines have different type throttle controls that use a single handle for fwd and rev. the reverse throttle stop can be adjusted for different RPM allowed. Might not be related to your situation, just a thought.

No they hydrodynamics are drastically different if you hold the boat in place. It takes a lot more power to maintain the same RPM.
