What kinds of regulations/standards/certifications apply to marine diesel engines used on sailing yachts?

EPA. But it is complicated. It is tiered system that was implemented over time. Older engines enjoy the standard that was in effect at time of manufacture and can rebuild to same standard. If replace, must upgrade. New engines must meet current standard. Use your search engine to find the EPA info.

In general, the older mechanically controlled fuel injection systems could not meet new standards resulting in most all newer engines above say 20 something horsepower being electronically controlled common rail fuel injection systems.
