Milky White floating in engine bilge?

Yesterday we looked at a boat with twin 4JH4AE engines. On one side there was a fair amount of white stuff floating in the bilge. Can someone tell me what that might be? I tried searching but didn’t find anything specific to that; is this something to be concerned about?

How about the rest of the boat?
Just pull a bit of what your concerned about and check it out a bit further, if you like the rest of the boat.
If it's oily white residue.
Be sure to check the trans oil as well.
Hydraulic oil is usually white if mixed with water.
