Nanni 3.90 HE rebuild no compression

Hi All
I have a Nanni 3.90HE 3 cylinder :begining of the year had hydrolock issues and could not get engine started. did a compression test got 100psi all 3 cylinders. I pulled engine out and block and head rebuilt and checked by Retouque surface howned, new valves, springs, head bolts, push rods, bearings, piston rings. new gasket kit. Ive put it back together and Im only getting 200psi ,,took rockers off and still only getting 210psi all cylinders. Not sure what to do next. Any help would be much appreciated..Thanks
