Just the opposite. Fresh water cooling is generally an advantage because it preserves the engine. Though it is slightly more complex.

When they say Fresh Water, they mean 'Closed Cooling'.

This means that the raw water pump is used to cool the heat exchanger. The engine is using Anti-Freeze as coolant in a closed system and the raw water is cooling the antifreeze in the heat exchanger (Think 'Radiator') only instead of air cooling the antifreze, the raw water is cooling the antifreeze instead.

This means you have non-corrosive antifreeze in a closed loop cooling your block.

When they say Raw Water, they mean 'Cooled with the liquid the hull is floating in'. If you are in salt water, then you are using salt water to cool the block.

Closed Cooling will always be preferred over raw water cooled engines, unless you're exclusive in a body of fresh water.
