Outboard bracket spacer

So, it's me again. I picked up a 2013 9.8 Nissan extra long shaft. Being a 4 stroke and larger, I picked up a new outboard bracket made for 4 strokes up to 30hp / 170lb.

However the release handle hits the rub rail in the raised position. I did run a couple of searches here but found no solutions. Would a jack plate work? They look like simple channel beams, so if so can I simply use channel and make my own? 2" wooden oak spacer? Any help would be awesome.
