Outboard Prop Shaft Frozen Thrust Washer

Hey folks,

I'm trying to replace the prop seals on my 6hp Nissan Outboard but the thrust washer (i think?) is frozen around the prop shaft preventing access. I've tried some penetrating oil but haven't had any success getting it off. Any thoughts on some non-destructive ways to get access to the prop seals?
