Penta 2002 fuel governor setup help

Hi. I'm having trouble reassembling thus part after changing the timing gear gasket.

The control arm forks, do they sit over the first lip on the sleeve? Or up against the first lip

The catch, does the latch part rest above or below the part it meets up to..

Any images or help would be great.

I wish I could help. I hope that someone else will. For the future, photograph the !@##$ part as you take it apart. In the immediate, think how the arm controls the fuel flow. It has to open flow as RPM drops, and close fuel as RPM increases. Can it do that if you assemble it "this way?"
