Perkins 6-354 Surging Problem

Hi Gang I am helping a friend who has a surging problem with hia Perkins 6-354. The problem is an idle or trolling RPM problem. I have set his idle to 650 and it stays there for a while and then goes up to 750 to 900 without touching the throttle. It does not seem come back down for a minute or so. It has a mechanical govenor pump that recently went for rebuild. I can't seem to see the anti stall valve to adjust. Any external things anyone can tell me to look for, before we pull the pump. What caused the governor to initially need a rebuild? Try bleeding it again with the engine running to make sure the governor housing is completely filled with fuel. If no faults can be found in the fuel supply system to the pump then I think you may need to get the pump to the fuel injection tech again. It might be worthwhile to set up a gravity feed to the secondary filter and try it again with that setup. If the surge is still there, then it's very likely a pump internal problem. Try running it with the throttle cable disconnected.

Thanks Skipperpete. The only reason he took the pump in was the govenor cover gasket had started leaking. Of course while it was at the shop they upsold him on a rebuild. I will re-bleed everything again and thanks for that.
