Perkins m20 idle problems

My Perkins m20 engine Perama can't hold idle when it reaches the thermostat temperature. When I temporarily lower the temperature of the high pressure pump with a little water, the revs return to normal. Cold idle should be set at 1100 rpm and I have 800 when the engine warms up. Otherwise, the operation is normal at all other speeds
