The EPA wants me to pollute

I'm about to buy a used sailboat in the UK which needs a pair of outboards. My inclination was to get new 4-stroke 25HP Yamaha high-thrusts, but Yamaha has three versions, EU 2006 certified, US EPA certified, and whatever the heck it is for AU/NZ, rather than certifying any single model in all three jurisdictions (stupid Yamaha).

Catch 22: US EPA won't permit me to import the EU/UK version, even if it is used a year or two before importing, and UK won't let me import or install the US EPA certified model. However they will happily let me import any pre-1998 engine, including good old high-polluting 2-strokes. Oh, how ironic.

If you are importing the boat, why not simply buy an engine in the U.S.?

It would be cheaper so they are doing you a favor.

Um, it has no engines and I don't want to row that far.

What kind of sailboat uses (2) 25 hp OB's? A Cat, I suppose?
I would just install them where the boat is and sail it over. No one's going to ask once they're installed.

USCG registration requires filing an EPA certification form, and lying on it would be perjury with potential serious consequences.

Not expecting any solutions, but I'm just venting and commenting on the idiocy of it all.

1. If your hull can carry them without being trimmed down at the stern, you could search for a pair of Yanmar 3-cyl D27 diesel outboards. Each has a mass of more than 220 pounds (>100 kg). Seldom sold to the leisure market, but used by commercials fishers (including in the Baltic).

Not been made for several years. Story once was that Yanmar refused to export to the US, because of their fear of EPA.

A German firm, Neander-Motors, showed its prototype turbo diesel outboard in a few European boat shows a year ago. Not yet in mass production.

2. Install the cleanest generator set you can find. And then look at the electric outboard market.

Re: The EPA wants me to pollute

Al,

If those Yanmars are really available, they would be perfect. I'd looked for them before, but hadn't found any. I really hate having much gasoline around anyway.

Yanmar quit making them because the demand wasn't sufficient to justify jumping through the EU and EPA certification hoops. But those were manufactured before the restrictions, so they should be exempt.

Thanks - Rusty

1. The Neander-Shark turbo diesel outboards on demonstration at Hamburg were 50 horsepower units. The next boat show schedule for Neander-Shark is Dusseldorf in January 2015. Contact the Stefan Utermann, sales manager, at su@neander-shark.com or see Neander-Shark.

2. Baltijos Technikos Centras buys, reconditions, and sells Yanmar D27s as they come availabe. See Baltijos Technikos Centras (in English).

Sail it over and clear customs?? Register the boat with a home built title before you leave and enter with that rego. Sort the exact details later? Something's don't need to be so hard.....

Re: The EPA wants me to pollute

Are they any friendlier toward Honda 4 strokes? I put an extended extended shaft 15 on a tri.. My only complaint was I couldn't tell is it was running without leaving the ct. cockpit to listen for it.

The only diesel outboard I've seen was noisy as hell a 25hp. Can't recall Yamaha of Yanmar?

Building on that...

The certifications may be "easily" changed with a "simple" ECM swap?
