Tohatsu 15 carb help

I have a 2017 tohatsu 15 and I left it and my dinghy at the dinghy dock at my local sailing club for a couple days. When I returned the cowling was mostly off and the carb had been smashed. All of the levers had been broken off completely or bent beyond repair. So I’m looking to buy a new carb. The only issue is there are two different carbs available for this year motor and I’m not sure which is correct.

I’ve looked at the engine placard and what I think is the model number on the carb and neither seems to give me the info I need.

Also the placard says the engine is 15-20 hp. Does this mean I can slap a 20 hp carburetor on there and it will produce 20 hp?
