Actually, I have had the same experience (same symptoms including the fact that turning the prop by hand produced no slip at all) with an Evinrude 8. It turned out to be a worn dog clutch in the lower gearbox. 20$ for a good condition secondhand replacement from the local outboard wreckers.

It was the propeller hub slipping. Bought a new prophet and it ran like a racehorse.
Other question: do those outboards need service from time to time and what needs to be done?

Just standard basic engine maintenance, will all be covered in the manual which you SHOULD buy one of, how can you do anything to the engine if you don't know the specs, eg, amount/grade of oil, torque settings, correct plug and gap......

2 strokes don't need much maintenance. Fresh spark plugs every so often, grease the grease points and change the gear oil. The owner's manual will tell you how often.

Oh, and it wouldn't cost much to get your old propeller re-bushed and then you can keep it as a spare.
