Tohatsu 3.5 Smoking

Tohatsu 3.5 Smoking a lot. Have to turn it off after one minute as the smoke and heat is too much .
Water coming out ok .
New spark plug and gear oil.
Fuel mix ok. (Two stroke).

Fixed at a repair shop. Dirt in the water cooling. Paid for this repair a few months ago also.
I wonder if i can prevent it happening again by making a wire mesh filter to go outside the sea water intake? There is a lot of green plant life in the sea water.

If there is that much weed surely the mess will also get blocked, though perhaps easier to clean. Swopping to a Honda 2.3hp would solve the problem permanently.
