UNIVERSAL WESTERBEKE M3-20B

I have a Universal Westerbeke M3-20B in a 1972 Ericson 27. It has a little over 500 hours on the engine. The last time I shut it down the the shut off cable was bound and would not move so I shut it down with the ignition key. A long time later I was getting ready to start it and checked the oil. The oil and fuel mixture over flowed from the dip stick opening. I fixed the shut off cable and changed the oil to the proper level along with the oil filter. I put new fuel in the tank and checked the Racor fuel filter and bleed the fuel line. The engine would not start. After a couple months I was getting ready to try and start the engine. Checking the oil again the oil and fuel mixture over flowed from the dip stick opening.
