I have the same issues. While looking for parts to build a new control panel I ran across this website ACDC Marine.
They build custom panels and have many stock configuations pre built for both the Volvo basic and deluxe panels.
Although pricey I went for the deluxe panel to match mine.
New VDO Gauges with intergrated idiot lights, progamable tach, all prewired and aĺl new senders. $800 all in.
Just recieved it so not installed yet.
These folks were very informed and helpful.
I have no need for the glow or stop buttons, they will be used for other things such as a horn button.
100% support and service so far.

Don't see it in your photos, but if it is there, the black round wiring harness connector commonly also has corrosion and age problems. Although one can get replacements from electronics shops (the connectors are "Amphenol" branded items, one must look carefully for the tiny part numbers on the connector) it is better and easier to cut out the connectors and use good terminal strips instead.

The relay (photo 3) could be faulty, it is a common Bosch part and need not be ordered from Volvoure

The black box with the lights is probably OK, but might be bad. Best way to check might be to borrow another one. Otherwise, a replacement panel might be the best way to go (after exhausting the thoughts above)

Does anybody here know about way the temperature and pressure alarms work? Are they NO (Normally open) or NC (Normally closed)? I'm getting conflicting reports!

Thanks, but when I try to go to that link, Dropbox gives me a message that says: "The folder ‘/VP 2003 Engine’ doesn’t exist."

Many thanks as well for this document.

It seems that this panel is unusual in that alarms only sound when something is wrong or the test button is pushed. My experience has been that the oil pressure alarm sounds at startup because there is no oil pressure until the engine is running. Do I understand this correctly - i.e. on this panel, the alarm does not sound at startup?
