Volvo Penta 2003 - idle RPMs fluctuating/RPMs shoots randomly

Small history: Bought a sloop a couple of months ago equipped with a VP 2003.
Have used it from the buying location to my home, a couple of hours.
We only faced one issue that out of no where the revs ramped up into full throttle while throttle lever was only ~50%.
After moving the lever it was gone, we might expected something remained stuck.

Checked later and the morse cable seems to be fine. We left it for what it is.
It didn't happened for a while, but latetly it sticks way more often in 'full throttle'.
Sometimes after killing the engine and starting it again, its gone, and we have control of the throttle again. But there are also moments that when we start, the engine kicks in full throttle again.

We checked the throttle handle at the engine side, and everything seems to be working fine.

What could be the cause for such behaviour?
We have replaced the filters, fuel hoses and the fuel pump.
Also the full fuel pipes have been removed and cleaned.

Chris, best guess is the fuel rack that goes through each injector is sticking open. You can see the rack by undoing the large bolt on the port rear side.

We have a 2003 and its on the list of things to remove and look at.

This thread might help explain the system. Actually worth printing off and keeping on board.
