Volvo Penta 2003 revs running high and wont stop

Hi All
I'm looking for advise on my Volvo 2003.
I recently had the injection pumps reconditioned. I reinstalled them according to the manual with the correct shims and lining up on the marks. The injector pumps are located in the control rod and everything moves smoothly and is not binding.
On startup the revs climb high very quickly and the fuel shutoff does not work, forcing one to block the air intake to kill it. If one thottles up the revs increase but on throttling down the revs stay at the same high level.
Could the reconditioned pumps have different shim sizes? Could the shims be causing this? Any idea on how to fix this.

Look inside the injector pump. One or more pump pistons probably inserted backwards. If backwards, (180 degrees out), they will appear to move OK, but will not meter fuel, no matter what the rack position is. You get wide open operation.

Ask me how I know this...

It is easy to do, as they are not well marked. As a tech, one needs to do this rebuild operation very often, or take photos and draw sketches as the pump is being disassembled.

Thanks for all the recommendations
Today I re shimmed the pumps below that of spec and although she is hard to start she does not idle extremely high and the fuel cutoff works.So it looks like I'll have to play with the shims to get her into the range i need.

The shims under the pump mounting flange are for setting the injection pump timing to the engine only. Taken shims out will advance and putting shims in will retard the injection timing.
The runaway into uncontrolled RPM was most properly caused by a pump fuel
control rod not correctly connected into the throttle linkage inside the engine
