Volvo Penta electronic shifter not working

Hi all,

Pulled into anchorage and port engine didn’t want to go into reverse. Engine rpm showed (shows) 1700,but engine rpm actual was clearly idle with throttle handle in neutral.

Could not shut down engine with key. Had to cover air intake to shut it down.

The throttle system (Volvo Penta) is a combo of mechanical cable and electronic servo to shift from neutral to fwd or reverse. On this port engine, the servo is not actuating, thus no gear control. Any trouble shooting ideas.
