It seems like the very same process of raw water entering thru the exhaust elbow would happen to my raw water cooled 2GM if attempted start too long without firing to push it out of the muffler.
Can you explain why it would not happen ?

Yep thats easy, while you are turning over your dead engine the water is filling up your water lock to the point it some times enters your engine through the manifold and what ever valves happen to be open, if you continue shortly the engine will be full of water and bad things happens like bent con rods and more,

SO the essential thing to do if your engine dosent start up right away is to shut off your raw water inlet valve and dont open until the engine is firing again,

Sorry, did you why it would not happen?

To not happen a couple of things come into play

Your engine is high enough above the water line that the water filling in the system just go's out the exhaust out let which is perhaps lower than your Riser height , most flooding engines situations are when the engine is very close or under the water line, the exhaust plumbing actually is slightly different for both set ups
