Westerbeke 80N4 Fuel Consumption

Hi, looking through the manual for the 80N4 in the boat I am about to close on I see it shows the fuel consumption rating at 17.8lph which seems high but it does not actually show at what RPM that consumption measurement was taken. Does anyone here have experience with this engine and have a good sense of consumption? I'm guessing that number is at WOT but I'd like to get a better sense of what the actual range is gong to be under normal load or if that actually is the normal 70% load.
